TRAINING PROGRAMME ON HALAL STANDARDS AND

CONFORMANCE INFRASTRUCTURE FOR OIC COUNTRIES

INTRODUCTION

In line with the spirit of South-South cooperation, Malaysia has implemented the Malaysian Technical Cooperation Programme (MTCP) since 1980. This programme stands as proof of the commitment of the Government of Malaysia towards the promotion of technical cooperation among developing countries, offering support in areas where Malaysia has the experience and expertise. The MTCP forms part of the strategy and commitment of the Malaysian Government to the promotion of technical cooperation among developing countries, the strengthening of regional and sub-regional cooperation, and the nurturing of a collective self-reliance among developing countries. The Programme was formulated based on the belief that the development of a country depends on the quality of its human resources through training and provides a platform for the sharing of information and development experience.



DESCRIPTION AND OBJECTIVE OF PROGRAMME

This programme is designed to assist agencies related to halal product services in OIC countries in areas of halal standards and conformance. Based on the experience of Malaysia in developing a framework for quality assurance of halal products, the programme will allow the sharing of experiences and concerns between member countries. The course overseas are the Department of Standards Malaysia (STANDARDS MALAYSIA) and Department of Islamic Development Malaysia (JAKIM) and the course coordinator is SIRIM BERHAD. The programme is also supported by relevant government agencies, government link companies (GLC) and private sectors.



VENUE AND PROGRAMME

The programme will be held in Kuala Lumpur, Malaysia from 09 - 20 June 2008. To achieve the objectives of the programme, the following topics are included :

Infrastructure for Standardisation and Conformance - Standards Development, Certification and Testing, and Accreditation.
Halal Requirement - Syariah perspectives, technical requirements, and supporting requirements.
Government support - SME development policy, government's incentives for quality improvement in Malaysia and SME Development Programmes and capacity building programmes for SMEs to meet Halal requirements.
Visits to relevant agencies and halal food manufacturers.
PARTICIPANTS

Participation is invited from heads of departments, policy makers and entrepreneurial development agencies from the OIC countries related to the development of halal markets domestically and for export. Participants for this programme are expected to be able to converse and write in the English language. Number of participants is limited to 20 and selection is based on the relevancy of the applicant's job scope to the objective of the programme.



APPLICATIONS

Application must be made using the standard application form obtainable from the official representatives (Embassies, High Commissions etc.) of the Malaysian Government in the applicant's respective country or from SIRIM Berhad. Applications must be submitted through the applicant's government to the official representatives of the Malaysian Government or SIRM Berhad. Application from submitted must be duly completed and endorsed by the Ministry of Foreign Affairs or the relevant agency responsible for the MTCP Programme in your country. INCOMPLETE AND/OR UNENDORSED FORMS WILL NOT BE PROCESSED. The application must also be accompanied with the applicant's medical report and a copy of his/her passport. Applicants will be notified of their acceptance to the programme through either the Malaysian Embassies or by SIRIM Berhad. The successful applicants will be provided with the following :

a) Return air ticket (Except for the following countries : Kuwait, Bahrain, Qatar, United Arab Emirates, Saudi Arabia and Oman)

b) Accommodation

c) Subsistence allowance.



PREPARATION OF COUNTRY PAPER

Successful applicants will be required to prepare a country paper describing the status of halal standards and conformity assessment infrastructure in his/her country in general and the role of his/her organization in particular. The country paper should be at least 5 pages, covering the following topics :

The country's general information and background
Country report on national concerns on halal product compliance
Conclusion.


It should be typewritten with 1.5 spacing and Arial font size 12. A presentation will be required from by a question and answer session. For the presentation, participants are very much encouraged to use MS PowerPoint. Presentations may be supported by video tapes, slides or multi-media presentation. The country paper should be delivered to the Course Coordinator two (2) weeks before the programme as a prerequisite to issuing the air-tickets (please bring the diskette/CD containing your work).

OTHER INFORMATION

Information and instruction to be considered by successful candidates :

a) Please make sure you have a valid international passport and visa requirements are in order.

b) Please bring enough money to cover initial expenses on departure from your home country, as your allowances will only be paid after your arrival in Malaysia.

c) You may exchange your currencies for Malaysian Ringgit at any bank at the airport that operate on a 24-hour basis.

TERMS AND CONDITIONS OF AWARD UNDER THE MALAYSIAN TECHNICAL COOPERATION PROGRAMME (MTCP)



General Conditions of Award :

i) Participants shall conduct themselves at all times in a manner compatible with their responsibilities as MTCP scholarship holders and abide by the laws, rules and regulations of the land and institutions. This scholarship cannot be held concurrently with any other scholarship award.

ii) For lectures, participants are required to dress in long-sleeved shirts with ties, tailored pants and blazer or uniform and ladies should be appropriately dressed in office attire. For formal occasions - lounge suit, national costume or batik is required.

iii) Participants are not allowed to participate in any political and /or commercial activities in any capacity whatsoever. Participants shall not take up paid employment during the tenure of their scholarship or serve on the staff of their Official Representatives in Malaysia.

iv) Participants are NOT allowed to bring along their spouses or families for the duration of the course. Participants will be required to return to their own countries upon completion of the course or at the end of the tenure of the scholarship whichever is earlier.

v) The award may be terminated at any time due to unsatisfactory conduct, breach of the conditions of the award, failure to make satisfactory progress or as deemed necessary by the Malaysian training institution.

vi) Participants who are found to be medically unfit during the course of the programme will be required to return to their country. Participants are also required to abide the following.

a) To observe the course schedule;

b) To carry out such instructions and abide by such conditions as maybe stipulated by Malaysian training institution or government agency with respect to the training;

c) Discontinue the course, should participants be found to commit illegal or immoral conduct;

d) To observe those rules and regulations at the place of accommodation and not to change accommodation designated by training institution.

Beasiswa Riset Luar Negeri: PhD Research Fellow in Information Science
At the Department of Media Studies and Information Science, University of
Bergen, there is a vacant position as PhD Research Fellow within the field
of Information Science for four years. The position will be affiliated with
the project «Requirements for Secure Software» (ReqSec) which is financed by
the Norwegian Research Council.

It is a cooperation between the Department
of Information Science and Media Studies at the University of Bergen and the
Department of Computer and Information Science at the Norwegian University
of Science and Technology in Trondheim. 25 % of the position will be
allocated to mandatory work at The Department of Media Studies and
Information Science.

ReqSec will develop methods and tools for eliciting requirements for secure
information systems in cooperation between users and developers. The purpose
is to open security work for people with domain and systems development
competence in addition to security experts. The methods and tools will be
evaluated analytically and empirically in cooperation with industrial
partners.

Applicants must have a Master degree in Information Science or corresponding
education.
